Breaking NEWS Angeles CITY: Foreigners arrested in Clark also into scams, money laundering (Developing Story)

The International Criminal Police Organization (Interpol) has disclosed that the 1,316 Chinese nationals who were arrested last year near Clark Field in Pampanga were not only engaged in illegal online gambling but were also involved in a range of criminal activities including telephone scams aimed at victims in China and money laundering.

In a recent report, the Interpol, an intergovernmental organization facilitating international police cooperation, said the arrest of the Chinese nationals in Clark in November 24, 2016 was the result of an operation, dubbed Operation First Light 2016, which targeted multi-million dollar phone and email scams throughout the Asia Pacific.

The two-month operation targeted a variety of social engineering fraud scams – including telephone deception, romance scams and e-mail deception – and related financial crimes.

“Social engineering fraud” refers to scams which manipulate or trick people into giving out confidential or personal information which can then be used for financial gain by the criminals involved.

In a statement, Interpol’s Financial Crimes unit coordinator Makoto Tanase said by sharing information through Interpol, police can overcome the challenges in investigating international telephone fraud, such as criminals frequently changing locations or IP addresses, and build working relationships to prevent similar criminal activity in the future.

Interpol’s Financial Crimes unit, in conjunction with the Liaison Office in Bangkok, facilitated the exchange of information and coordinated the joint police action during the operation which took place between October 1 and November 30.

Korean, Thai, and Indian nationals were also among those arrested, with additional countries in Europe and the Americas contributing intelligence or providing investigative support. In addition to social engineering fraud, the suspects are also facing charges of payment card fraud and related financial crimes.

Countries participating in Operation First Light 2016 include Austria, China, Hong Kong (China), Japan, Korea, Philippines, Thailand, Timor-Leste, and the United States.

Last month, police in Spain arrested more than 200 Chinese nationals and shut down 13 call centers in Madrid, Barcelona based on intelligence exchanged in the framework of the operation, and in Alicante which scammed thousands of victims out of some 16 million Euros.

In this case, the suspects posed as law enforcement or justice officials, telling the victims in China that their bank accounts had been targeted by criminals and directing them to transfer a sum of money into a designated bank account in order to track the criminals.

Meanwhile, most of the 1,316 Chinese nationals who were arrested for allegedly working in Fontana Hot Spring Leisure Parks’ call center-like facilities suspected of running online gambling operations have finished relevant procedures for bail, the Chinese Foreign Ministry reported this week.

According to Chinese Foreign Ministry Spokesperson Geng Shuang, throughout the process of applying for bail, the Chinese government has been in close contact with the Philippine side asking them to “ensure the legitimate rights and interests of the Chinese citizens and accord them humanitarian treatment and assistance within their duties.”

Fontana is owned by Chinese gaming operator Jack Lam’s Jimei Group.

Lam was ordered arrested for allegedly trying to bribe Justice Secretary Vitaliano Aguirre to secure the release of the Chinese nationals.

The gaming operator reportedly left the country before President Duterte ordered his arrest. Based on Bureau of Immigration (BI) travel records, a certain Lam Yi Lok, believed to be Lam’s real name, departed the country via a Cathay Pacific flight to Hong Kong last November 29 and has no record of return.

The Chinese government earlier said it is “highly concerned” with the move by the Philippine government to detain the undocumented Chinese nationals.

Chinese Foreign Ministry Spokesperson Geng Shuang said upon learning that BI authorities have detained a group of Chinese citizens on November 24 following operations launched against illegal online gambling, the Chinese embassy in Manila immediately dispatched representatives to ensure that Philippine government officials “properly settle the detained personnel, speed up the identity verification progress, release people who have legal identity with no delay, take concrete measures to protect the safety and provide humanitarian treatment to personnel involved, and handle the case in a timely and just manner according to law.”

The Chinese foreign ministry official emphasized that the Chinese government always requires its citizens abroad to live and work in accordance with local laws and regulations and not to participate or engage in activities that may impair their own rights and interests, such as gambling.

Vanilla Air starts first route to the Philippines

Vanilla Air waited until 25 December to launch its first new route of 2016 from its main base at Tokyo Narita (NRT). On that day the LCC (which is fully-owned by All Nippon Airways) began a daily service to Cebu (CEB) in the Philippines. Competition on the 3,277-kilometre route comes from Philippine Airlines (with double daily flights) and Cebu Pacific Air (with four times weekly flights). Vanilla Air has recently added two more 180-seat A320s to its fleet giving it a total of 11 of the type. From Tokyo Narita the airline now serves seven destinations with at least daily flights; three in Japan, two in Taiwan, Hong Kong, and now Cebu. With this new route, Vanilla Air becomes the eighth carrier to connect Japan and the Philippines. It has just under 3% of seat capacity between the two countries, well behind Philippine Airlines (52%) and Cebu Pacific Air (16%).

Philippine Airlines has introduced its first international route from Clark (CRK) in the Philippines.
On 1 January the national carrier began daily flights to Seoul Incheon (ICN) using its 199-seat A321s. Competition on the 2,543-kilometre route comes from Asiana Airlines and Jin Air which both operate the airport pairing with daily flights. Philippine Airlines President Jamie Bautista said: “We will operate more flights outside of Manila not just to decongest the Ninoy Aquino International Airport (NAIA) but mainly to offer convenience to passengers who do not need to travel to Manila for their desired flights.” Philippine Airlines already operates domestic flights to Caticlan from Clark with additional domestic routes being added in the coming weeks.

Fontana Casino and Resort ruled out as venue for Asean conference in Angeles City (Clark) Philippines

Organizers of the Association of Southeast Asian Nations (ASEAN) meeting this year have abandoned plans to hold it at the Fontana Leisure Parks and Casino, a tourism official here said yesterday.

Chinese businessman Jack Lam, whom President Duterte had ordered arrested for bribery and economic sabotage but who has since fled to Macau, owns Fontana.

Government agents raided the casino resort hotel recently for illegal online gambling. On Dec. 2, state-owned Clark Development Corp. (CDC) ordered its closure.

Ronnie Tiotuico, director of the Department of Tourism in Central Luzon, said the National Organizing Committee (NOC) for the ASEAN meet is considering the Subic Freeport instead.


Subic hosted the Asia-Pacific Economic Cooperation (APEC) summit in 1996.

In February last year, Fontana constructed a new convention center to host one of the ministerial meetings of APEC.

Tiotuico said the NOC had initially chosen Clark, where Fontana is, as one of the venues for ministerial meetings during the ASEAN meet.

ASEAN member-countries are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, Vietnam and the Philippines.

Incoming US president Donald Trump might also attend the event in the Philippines later this year, as Budget Secretary

Benjamin Diokno said earlier the NOC was planning to also invite the heads of the US, Canada, Japan, South Korea and China for the ASEAN’s 50th anniversary.

“Because of what happened in Fontana, Subic is now being prepared for one of the ministerial meetings,” Tiotuico said, adding that the NOC would be able to finally decide on this by next month.

Tiotuico said the venue must be able to accommodate 4,000 people for the ASEAN summit.

“We have such a convention center in Subic, but the problem there is lack of (hotel) rooms, unlike here at Clark and surrounding areas,” he noted.

Tiotuico said the ASEAN guests could be shuttled between Clark, where there are enough hotels, and Subic, where the meetings could be held. The distance between the two free ports, he noted, is now less than an hour via the Subic-Clark-Tarlac expressway.

The tourism official said the NOC is now bidding out contracts for transport services for the ASEAN participants.

“There are those who might want to tour Central Luzon, so we are identifying areas we can recommend as tourism destinations,” he noted.

The Office of President had sought a P15-billion budget for hosting the 2017 ASEAN summit.

Diokno said a big chunk of the budget would be for car rentals for the dignitaries.

Diokno had also informed the senators that most of the allotted funds would be spent domestically – hotels, restaurants and local travel.

“We might even expand the number of visitors,” the budget chief said. “So there is the president of the US, (prime minister of) Canada and others.”

Foreign investment in Philippines pledges plunge 45%

Foreign investment pledges approved by the country’s seven investment promotion agencies (IPAs) fell 45 percent in the third quarter this year, the Philippine Statistics Authority (PSA) reported yesterday.

The IPAs include the Board of Investments (BOI), Clark Development Corp. (CDC), Philippine Economic Zone Authority (PEZA), Subic Bay Metropolitan Authority (SBMA), Authority of the Freeport Area of Bataan (AFAB), BOI-Autonomous Region in Muslim Mindanao (BOI-ARMM), and Cagayan Economic Zone Authority (CEZA).

Investments committed from July to September  totaled P26.7 billion, lower than the P48.6 billion pledged in the same period last year.

In the first nine months of the year, approved foreign investments dropped 12.4 percent to P93.3 billion from P106.6 billion in the same period in 2015.

Most of the foreign investments approved in the third quarter originated from South Korea, the US and Singapore.

South Korea committed P6.5 billion, corresponding to 24.3 percent of total, while the US and Singapore pledged P4.6 billion and P4.1 billion, respectively, corresponding to 17.2 percent and 15.3 percent of approved investments

By industry sector, 49.4 percent of the investment commitments were made in the electricity, gas, steam and air conditioning supply worth P13.2 billion. Manufacturing cornered total investments valued at P5.1 billion  (18.9 percent of total) while transportation and storage had total investments of P3.5 billion (13.2 percent of total).

By location, the bulk of foreign investment pledges approved in the third quarter of the year – P5.5. billion or 20.4 percent of the total – would finance projects in the National Capital Region. Other prominent investment destinations are: Soccsksargen (P4.7 billion, 17.7 percent of total) and Negros Island Region (P4.5 billion, 16.9 percent of total).

Combined investments of foreign and Filipino nationals in the third quarter reached P133.8 billion, down 20.4 percent from P168.2 billion in the same period last year.

All projects approved by the seven IPAs in the third quarter are expected to create 33, 590 jobs, out of which 83.2 percent would come from projects with foreign interest.

Foreign investments approved by the investment promotion agencies differ from actual investment inflows reported by the central bank.

Bar hopping in Angeles has changed quite dramatically in 2016 with the North Perimeter bars owned by Koreans such as Lipstick opening early around 12-1pm and empty at around 4pm with all girls gone and empty dance-floors until they close at around 7pm business has been really good there and girls are getting work life balance while still making their desired money.. this has caused an effect on Fields where Western owned bars used to open at 5pm and 7pm respectively until the early hours of the morning but now in a more Korean populated bar scene many bar owners on Walking Street have started to open their bars earlier and stockpile their roster with their best girls with the best time to visit being around 3pm.

The Key Bars to visit are now Arcadia (they have really raised the bar with an improved line up and girls who know how to treat all customers is a positive way resulting in many ladies drinks bought and richer girls as a result, but do check it out as there are many SMOKING HOT girls in there right now), Viking also despite the most uncomfortable stools in Angeles City is now full of their best girls in the Afternoon. The I heart color bar opens just after midday and has some of the best looking girls in town but most are gone by 2pm.

Aura which was the most in demand bar for Koreans due to an exceptional line up has slowed down with more options on Walking Street with competitor bars actually easier to find and competition at a very high level.

2016 has seen many new bars and other bars change their business model to remain competitive for some its worked very well and for others its not worked so well

ABC had their soft opening on Saturday 17th and it was a friendly event in somewhat spectacular settings especially compared to rival Hotels and Clubs, the Swimming pool with DJ Booth is quite impressive as is the well spaced out seated areas which makes me think this will eventually end up being more directed towards couples rather than being a place to pick up girls although I am sure the bar staff could potentially be obliging (although not confirmed)

Well done to businesses like ABC and Kandi for taking customer satisfaction to the next level in Angeles City and keeping up the motto "its more fun in the Philippines" when other places started to take the fun and excitement away.

San Fernando giant lantern festival a huge success in Pampanga Philippines

Thousands of spectators, local and foreign tourists, flocked the traditional annual Giant Lantern Festival held at Robinson’s Starmills to witness the kaleidoscope of colors dancing to the tune of Christmas carols.

This year, 10 barangays here, participated and competed for the prestigious title and bragging rights. These are the barangays of Sto. Niño, Telabastagan, San Jose, San Juan, Calulut, San Nicolas, Del Pilar, Sta. Lucia, Dolores and Sindalan.

For the third year, Dolores emerged as the champion, while Calulut and Sindalan, landed in second and third place respectively.

Dolores claimed P150,000, 2nd placer Calulut received P100,000 and Sindalan got P75,000.

Also Dolores used 14,140 bulbs in its lantern, Calulut 13,995 bulbs and Sindalan 13,500 bulbs.

In his message, Mayor Edwin D. Santiago said that of all the symbols of the Yuletide Season, the parul or Lantern has become the symbol that makes Christmas distinctly Fernandino and Filipino.

“A uniquely ‘ours’, the Giant Lanterns shine bright each year, bringing radiance to our artisans and craftsmen for 107 years. The event is a testament to the truly Fernandino talent, ingenuity, and workmanship in creating mesmerizing and awe-inspiring giant lanterns,” he said.

These larger than life lanterns standing 20 feet in size are composed of thousands of festive lights twinkling and shifting colors to the tune of Christmas carols and novelty songs.

Mayor Santiago noted that “Ligligan Parul” now regularly attracts visitors from other parts of the globe boosting tourism and trade and causing major leaps to the economy and development.

According to him, with the impending Asean integration, LGUs like the City of San Fernando are encouraged to find a niche within the globalized market. “One answer to this—is right in front of us—our Parul San Fernando.”

With this in mind, the city government has created various programs to further enhance the livelihood capability of lantern makers. Various training programs have been put in place to widen their scope and better their skills.

“Lantern products are no longer limited to the seasonal Christmas lanterns but have expanded to a year round light industry” Mayor Santiago said.

Extending the colorful event for the duration of the holiday season, the giant lantern exhibition will last until January. Winning entries will be displayed in the city and are expected to attract a million viewers coming from different regions of the country.

About 762 metric tonnes of opium was produced in 2014 by Myanmar and Laos, which is further trafficked to neighbouring countries. Myanmar also signed a ceasefire with eight rebel groups in 2015 to overcome the conflicts and that is one of the major reasons for the lack of law and order in Mong-La.
The availability of drugs is so easy in this city that you can even buy them while walking on the roads. Endangered animals like tigers, coalitions, crocodiles, ivory (elephant ivory), tortoises, snakes and anteaters are available at every turn.

Due to an increase in gambling, there is also a spike in the construction of new casinos and hotels to meet the needs. But what many people do not know is that the area is quite prone to the earthquakes and can destruct these high rise buildings like a domino anytime.
The locals believe that the moment the Chinese government changes its mind; the game will be over in an instant. But the strong bond between Yunnan province in China and Mong-La is the only thing that's holding this city together.

Nearest Airport is 56 kilometers away called Kengtung Airport which is mainly regional and domestic.

Whats happening in Thailand: Local Thai Man arrested over rape of Australian woman

A Thai man has been arrested for the alleged rape of Australian woman in Bangkok earlier this month.

The 32-year-old motorcycle taxi driver is accused of driving his 23-year-old victim to a deserted building where she was attacked by two men.

According to reports, the woman had been drinking heavily and authorities initially doubted her story.

However, Ekburut Ritrakkaphan was arrested after handing himself into police on Thursday.

It’s believe Thai officials had issued a warrant for his arrest after identifying him on security footage.

Mr Ritrakkaphan argued that the sex was consensual, telling police he often drives to motorcycle to Khaosan Road at night looking for drunk women to have sex with, according to Khaosod English.

The woman has not been identified.

Jayward Comendador, a room guide at Hotel Sogo Dau, was hailed by netizens and the hotel management for returning the cash left by a foreigner identified as Robert Nay. Mhar De Jesus, senior manager of Hotel Sogo Central Luzon branches, said that the guest returned to the hotel and inquired about his missing money. De Jesus said the Hotel Sogo Dau management, through its branch manager Elmer Ramos, returned the cash to Nay who expressed gratitude to Comendador and the hotel executives. “Once again, Hotel Sogo has proven to its guests that the hotel is not only a cleanand safe place to stay. Its employees are courteous and thrusthworthy,” De Jesus said. Commendador is a perfect example of a true Hotel Sogo employee, according to De Jesus. “Congratulations to the staff and management of Hotel Sogo Dau.”

Pride of Angeles City: Clark International Airport rated as one of the safest in the Philippines

The Clark International Airport has been named one of the safest in the country by the Civil Aviation Authority of the Philippines for its compliance with the Civil Aviation Regulations Governing Aerodromes and Manual Standards.

The citation was made during the celebration Monday of Civil Aviation Day at the CAAP offices in Paranaque City, which was led by Transportation Secretary Arthur Tugade and CAAP Director General Jim Sydiongco.

Clark International Airport Corporation President Alexander Cauguiran received the citation.

Cauguiran said the Aerodrome Certification is vital to the operations of the CRK, which has also passed the international standards set by the International Civil Authority Organization and CAAP.

The Aerodrome Certification covers several procedures: safety management system, aerodrome reporting, access to the movement area, aerodrome emergency plan, rescue and firefighting service, aerodrome inspection, visual aids that include electrical systems, and aerodrome lighting, movement area maintenance, aerodrome works safety, aircraft parking control, ramp safety management, airside vehicle control, wildlife hazard management, airside vehicle control, obstacle control, disabled aircraft removal, handling of hazardous materials, low visibility operations, and protection of radar and navigation aids.

In a related development, the CRK has been included in the Communications, Navigation and Surveillance Air Traffic Management system of the CAAP.

The CNS-ATM will improve the handling and transfer of information, extend surveillance and improve navigational accuracy leading to, among other things, increased airspace capacity.

Cauguiran said “the integration of Clark Airport in the state of the art communications, navigation and surveillance air traffic management system will further enhance the airport’s capability to monitor the flight movements since more domestic and international airlines are expected to operate at Clark as part of the directive of President Rodrigo Duterte to utilize the Airport of the North.”

Starting Friday, Philippine Airlines will start flying the Clark-Caticlan route daily, departing from Caticlan at 10 a.m. and from Clark at 11:30 a.m.

PAL will also commence domestic flights to Davao, Busuanga and Cagayan De Oro and international flights to Incheon South Korea from Clark by January 2017.

Cebu Pacific and other domestic and international carriers have also announced increased flights and new routes via Clark.

Philippines' Duterte fires two immigration officials 'tainted with corruption'

Philippine President Rodrigo Duterte on Saturday fired two immigration officials facing allegations of corruption as he reaffirmed his commitment to ensure a clean government.

"I said before that corruption will have no place in my government," Duterte, who won the presidency in May on a promise to rid the country of drugs, crime and corruption, said on arriving home from visits to Cambodia and Singapore.

"Consistent with this electoral campaign, I have directed the dismissal of the two (officials from) the Bureau of Immigration who are now tainted with corruption," he said without mentioning their names nor giving details about the allegation.

"They will be held accountable for their actions. They will face the full force of the law," the firebrand leader said.

Just shortly before Duterte arrived in his hometown Davao City from Singapore, local media reported that two immigration officials accused of extorting 50 million pesos ($1 million) from Jack Lam, a Chinese citizen and head of Hong Kong-listed Jimei International, had tendered their resignation.

The two officials, however, had denied the allegation and said they were a target of a demolition job for investigating corruption in the immigration bureau, the reports said.

Lam, from the Chinese gambling enclave of Macau, faces allegations of economic sabotage and bribery in the Philippines.

Lam's whereabouts are unknown. His lawyer in the Philippines has previously denied the accusations against Lam.

Last month, local immigration authorities detained about 1,200 Chinese men accused of working without permits at Lam's online gambling operation in Clark Field, a former U.S. air force base in the Philippines.

An associate of Lam had tried to secure their release, according to the country's police chief Ronald Dela Rosa, who also said Lam had left the Philippines but was willing to return and assist in any investigations.

Duterte has also ordered the seizure of Lam's assets in the Philippines after he accused him of not paying the correct taxes.

With the initial friendship as the basis this makes for a very comfortable situation for both parties

I distinctly remember a gay friend of mine in Australia arguing that homosexual sex was far better than that of heterosexual sex. Like a fool I asked him why and he went on to argue that only a man can truly know what pleases a man. When people think of the sex industry, Thailand and the Philippines will most likely come up in the minds of many. However, one of the ironic things about Malaysia, with its conservative Islamic leaning, is that the flesh trade is thriving, as is the casual sex scene.

Historically, prostitution on the Malay Peninsula had served loggers, tin miners and seamen, over the last 200 years. Prostitution was limited to certain areas in Georgetown, Ipoh, Johor Bahru, Kauntan, and in KL itself. However, over the last few years, these areas have expanded with the mushrooming of massage parlors all over Malaysia, even in areas where the Islamic party PAS is part of government.

Although prostitution is illegal in Malaysia, it is there for all to see today on the streets of Kuala Lumpur, with little apparent enforcement. However, even with the relatively few police and immigration operations that are going on, huge numbers of prostitutes are being rounded up. Last year, over 6,000 Chinese, Thai, and Vietnamese prostitutes were rounded up in a three month period alone. According to the Havoscope Global Black Market Information website, the size of the Malaysian prostitution industry is calculated at US$963.8 million, or RM3.68 billion.

The flesh trade

Kuala Lumpur has a number of red light districts. Bukit Bintang is probably the most upmarket where it is mingled in with some of the most exclusive shopping centres in town. Massage parlors, brothels, and street walkers can all be found around this area.

A top priority American fugitive has been arrested in Carcar, Cebu.

An exclusive report by John Consulta in Balitanghali on Saturday said that Peter Allan Towle was cornered by joint operatives of the Bureau of Immigration and Federal Bureau of Investigation inside his apartment in Carcar.

The report said Towle initially resisted arrest and refused to board the operatives' vehicle, but eventually went with the police.

The American refused to give comments to the media.

According to the report, Towle was a convicted sex offender in California whose victims were minors.

He went into hiding in the Philippines in 2014, and has successfully avoided law enforcement groups since then.

"Since 2014, Peter Allan Towle arrived in the Philippines and he's going from one province to the other. Finally when we were able to locate him just recently, we were able to arrest him," said Associate Commissioner Atty. Jose Carlitos Licas.

The US Embassy canceled Towle's American passport after identifying him as a top fugitive.

Licas said that Towle will be blacklisted from the Philippines.

"We will immediately deport him back to the states and his name will be included in the blacklist so that he will not be able to enbter again in the Philippines," he said. —Jessica Bartolome/ALG, GMA News

Clark, Philippines to Japan is coming according to Philippine Airlines latest press release

The Philippine Airline announced on Friday to expand their operations at Clark by 2017, eyeing Japan route.

This was gleaned during the launch of the inaugural flight of Philippine Airlines’ daily Clark-Caticlan flights at the Clark International Airport in Pampanga on Friday.

PAL officials said the nation’s flag carrier would further expand their operations by 2017, one of these is the Japan route.

Department of Transportation (DOTr) Secretary Arthur Tugade said that “he is now in talks with the Minister of Transportation of Japan and PAL Officials for the establishment of Japan flights at Clark Airport through Okinawa that will provide more international service to our passengers especially in Central and Northern Luzon.”

“This will further develop Clark Airport as it now being prioritized by President Rodrigo Duterte to help decongest Metro Manila,” Tugade stressed during the formal launching of the Clark-Caticlan flights at Clark Airport.

He also said that by January 1, 2017, PAL will start daily flights to Incheon, South Korea to further boost connectivity throughout the world.

“We thank PAL and PAL Express for coming in Clark and rest assured that this administration will continue to develop Clark Airport and attract more airlines to operate in Civil Aviation Complex,” he added.

Tugade said that PAL Express constituted 22 flights operations at Clark Airport wherein the local carrier would also introduce domestic flights such as Davao, Busuanga , Cebu and Cagayan De Oro by January 2017 as part of their commitment to transfer several flights at Clark.

PAL Express flight PR2371 with 76 passengers formally took-off via Clark-Caticlan, signaling the start of their daily flights leading to the world famous Boracay Island.

At the same time, Pal Express President Bonifacio Sam said that “Travelers from Central and Northern Luzon can now enjoy the beaches of Boracay and Cebu without having to endure the traffic gridlock in Metro Manila.”

“This daily service to Caticlan marks the start of PAL developing Clark as another hub of operations,”

“After Caticlan, we plan to mount flights from here (Clark) Davao, Busuanga, Cebu and Cagayan De Oro by next year.” Sam said

He said that “this is part of our commitment to decongest the Ninoy Aquino International Airport in Manila, we recognize the potential of Clark as the country’s premier gateway, given the requisite infrastructure support.”

The PAL inaugural send-off ceremonies were also attended by officials of DOTr and Clark International Airport Corporation (CIAC) headed by President and CEO Alexander Cauguiran.

Cauguiran said that “PAL Express operations at Clark Airport will further boost the local economy and the communities surrounding Clark Freeport Zone.”

He said that CIAC would continue to support all the endeavors of PAL as this will further enhance the development of the Airport of the North.

It was around 10 a.m. on September 22 when the raid on the pig farm began. Accompanied by fire and sanitation officials, a police team entered the compound at the foot of the extinct volcano Mount Arayat, north of Manila, on the pretext they were conducting a safety inspection.

They didn't find any pigs. What they did uncover, in a hangar larger than a football field, was a raised platform supporting a diesel generator, an industrial chiller and distillation equipment – all for the production of the highly addictive drug methamphetamine. The industrial-sized laboratory, the police report said, was capable of producing at least 200 kilograms a day of meth. Around that time, a kilogram of meth had a street value of $120,000, the police said.

Philippine law enforcement authorities had been alerted to the farm by locals who reported spotting vehicles with "Chinese-looking men" entering at night and leaving before dawn. During the raid, police arrested Hong Wenzheng, a 39-year-old Chinese national from Fujian province who is now in prison awaiting trial. Four other men believed to be Chinese nationals escaped and are the target of a manhunt.

The piggery bust points to an uncomfortable truth for Philippine President Rodrigo Duterte as he wages his "war on drugs": The problem he's fighting is largely made in China, the country he is embracing as a potential ally at the expense of longstanding ties with the United States.

The arrest of Hong, who has pleaded not guilty, added to the ranks of Chinese nationals seized in the Philippines on narcotics charges. Of 77 foreign nationals arrested for meth-related drug offenses between January 2015 and mid-August 2016, nearly two-thirds were Chinese and almost a quarter were Taiwanese or Hong Kong residents, according to the Philippine Drug Enforcement Agency (PDEA).

Known in the trade as "cooks" and "chemists," meth production experts are flown into the Philippines from Greater China by drug syndicates to work at labs like the one at Mount Arayat. China isn't only a source of meth expertise – it is also the biggest source of the meth and of the precursor chemicals used to produce the synthetic drug that are being smuggled into the Philippines, according to local drug enforcement officials.

"It's safe to say that the majority of the meth we have comes from China," said PDEA spokesman Derrick Carreon.

WARMING TO CHINA

China's dominant role in the Philippine meth trade has not dissuaded President Duterte from cozying up to Beijing, even as he declares drugs to be his country's greatest scourge. Duterte is waging a brutal anti-narcotics campaign that has killed more than 2,000 people and led to the arrest of more than 38,000. Police are investigating some 3,000 more deaths.

During a trip to Beijing in October, the Philippine president announced his "separation" from the United States and declared that he had realigned with China, casting doubt on the almost seven-decade alliance between Washington and Manila. The pivot to Beijing has bewildered some drug-control officials at home, who say China's leaders have provided little help over the years in stemming the flow of drugs into the Philippines.

"It seems there's very little action on the part of the government of China," said Richard Fadullon, senior deputy state prosecutor and chairman of the drugs task force at the Philippines' Department of Justice. "You'd think that somehow it would be a cause for concern, but there doesn't seem to be that kind of reaction."

Duterte's office did not respond to questions from Reuters.

As he warms to China, Duterte is also spurning the country that is the primary source of aid and expertise to Manila in its battle against drugs – the United States.

The U.S. Drug Enforcement Agency (DEA) provides training and intelligence to drug authorities across the Philippines and supports an interagency task group at the international airport in the capital aimed at countering trafficking. Carreon said the DEA had recently helped uncover six separate incidents of cocaine smuggling at the airport.

"All my friends are in the U.S. DEA," said one senior Philippine drug control official, who spoke on condition of anonymity. "Most information comes from the U.S. DEA."

That may change. Saying it was "deeply concerned" by reports of extrajudicial killings in Duterte's crackdown, the United States recently said it was shifting $5 million in funding for Philippines law enforcement away from police drug-control programs.

SKEPTICAL DRUG OFFICIALS

Since taking office on June 30, Duterte has aimed some criticism at China. He suggested after the raid on the Arayat meth lab in late September that if Beijing considered his country a friend, China should act to stem the flow of drugs. In August, his government summoned the Chinese ambassador to explain the supply of narcotics from China to the Philippines.

Foreign Affairs Secretary Perfecto Yasay told Reuters at the time that China's ambassador to Manila, Zhao Jianhua, had rejected the charge. "I told him these reports are based on intelligence information, they have been validated so far as we are concerned," Yasay said.

Still, Duterte has pointed to what he says is a willingness in Beijing to help Manila in its battle against drugs. And, since visiting Beijing in October, he has not pressed the issue of drugs and precursors flowing from China. During that trip, Duterte and Chinese President Xi Jinping agreed to beef up exchanges of intelligence, know-how and technology in fighting drug crimes, and to set up a mechanism for joint investigation of drug cases. In a joint communiqué, the Philippines thanked China for an offer to donate drug detection equipment and help with training.

"China understands and supports the Philippines' policy under the leadership of President Duterte to fight against drugs, and is willing to proactively cooperate against drugs with the Philippines," the Chinese Foreign Ministry said in response to questions from Reuters.

Some Philippine drug officials scoff at China's offers of assistance. "I almost fell off my chair when I heard that China would be helping the Philippines with its drug problem," said a Department of Justice official who has been dealing with drug crimes for many years and has experienced little cooperation from Beijing.

In an interview, Philippine National Police spokesman Dionardo Carlos said: "We are not aware of any high-profile drug cooperation between China and the Philippines since the president's visit to Beijing."

Jeremy Douglas, the regional representative of the United Nations Office on Drugs and Crime (UNODC) for Southeast Asia and the Pacific, says there is "some cooperation and information exchange" taking place between the two countries on regional drug and precursor trafficking. "But we understand it is on a case by case basis and is not systematic or routine," he said. "The only way to make a dent in the trade is to target those that run the business."

Duterte regularly says he will hunt down drug lords. In October, the police announced they were launching a new phase in the drug crackdown that would focus on "high value" targets. But to date, the president's campaign has almost exclusively targeted users and small-time pushers in the country's poorest neighborhoods, not the drug barons supplying them with meth, or "shabu" as it is called in the Philippines.

MASKING THE SMELL

In another twist, China offered the Philippines assistance with drug rehabilitation during Duterte's visit. Even as meth and precursors continue to pour into the country from China, a Chinese businessman has pledged to fund two 10,000-bed rehabilitation centers in the Philippines, which has few drug treatment facilities. One of the projects opened in late November.

Drug seizures and police raids on meth labs have ticked up under Duterte. Nine laboratories have been dismantled this year, according to PDEA spokesman Carreon, which is more than in the previous three years combined. Six of these labs have been raided since Duterte took office.

Data provided by PDEA also showed that 1,520 kg of meth had been seized this year as of November 10 – 2.5 times the figure for the whole of 2015. This still represents a small fraction of the amount being consumed, says the UN's Douglas.

Near the site of the Mount Arayat police raid, Apolonia Pineda, 68, a local resident, recalls that Chinese men would regularly buy food from a ramshackle general store on the dirt track leading to the pig farm. "The Chinese told us they were setting up a tire factory," she recalled.

The subterfuge had been well thought out. Head-high grass largely concealed the hangar that housed the meth lab, making it impossible for passersby to peek in.

While there were no longer any pigs at the farm, police had found several thousand hogs when they raided a piggery on the other side of Mount Arayat a few weeks earlier. There, they uncovered a smaller meth lab in the basement of a building. According to the police report, 20 kg of the precursor ephedrine and a small amount of methamphetamine were seized. So were seven Chinese nationals, now awaiting trial.

Drug syndicates are locating meth labs in pig farms for a reason, said Graciano Mijares, a senior police official in the region where Arayat is located. The stench from the piggeries masks the powerful odor given off by meth-cooking, he said.

CHINESE CONTROL

For centuries, Chinese traders made their way to the shores of the Philippines, landing in junks laden with ceramics, tea and silk that they exchanged for gold, wax, pearls and tortoiseshells. Today, China's exports to the archipelago of just over 100 million people include large quantities of meth and the precursors used to make the drug.

Drug control officials struggle to gauge exactly how much meth is flowing into the Philippines from China. The production volumes of plant-based drugs, like heroin and cocaine, can be calculated from crop surveys of opium poppy and coca in a particular country. It is far more difficult to quantify the production of meth, a synthetic drug made from precursor chemicals like ephedrine and pseudoephedrine that are used legally in the pharmaceutical and other industries.

Officials from PDEA, the Philippine National Police and the Department of Justice paint a picture of an entrenched and sophisticated system of trafficking in meth and precursors from China to the Philippines.

The trade is controlled by small, tight-knit groups of Chinese who oversee the entire process, the officials say: from the procurement of precursors in China to the production of the drug in the Philippines to its distribution by local gangs. Philippines police say many of those running the meth trade are Triads, the ruthless criminal syndicates that have long been involved in drug trafficking.

Precursors are abundant in China. Weak regulation of China's vast chemical and pharmaceutical industries, as well as official corruption, have made the country "an ideal source for precursor chemicals intended for illicit drug production," according to a U.S. State Department report in 2016.

Meth smuggled in from China is typically passed from large ships to smaller vessels, mainly off the coast of the northern Philippines island of Luzon, officials say. Packages are sometimes dropped into the sea off the Philippines' long and poorly patrolled coastlines, and picked up by fishermen. The meth then passes into the hands of local drug traffickers.

Meth production inside the Philippines requires a different operation. Precursors are often hidden in the legitimate cargoes of container ships that cross the South China Sea to the Philippines. Once on land, the chemicals are transported to labs, like the one at Mount Arayat, where a team with Chinese men has been assembled. They include a "chemist" to oversee production of the drug and a "cook" to actually make it. They come in on separate flights posing as tourists or businessmen, according to a senior drug-control official.

THE 'SHABU 11'

This was largely the template for the meth operation exposed in the case of the "Shabu 11," as the local media dubbed them. In 2012, 11 men – including five Chinese nationals – were convicted for creating what the judge called a "mega-lab" in the city of Cebu. The lab, uncovered in 2004, aimed at producing "mind-boggling" amounts of meth in a warehouse disguised as a legitimate business, the judge ruled. All 11 pleaded not guilty.

A British national by the name of Hung Chin Chang told the court he had met Calvin de Jesus Tan, a Chinese citizen and financier of the operation, on the island of Macau, according to court records. Chang testified that Tan introduced him to another Chinese man who would rent the premises for the meth lab, pull together a production team and purchase the materials to make the drugs.

The passports of five lab workers – a Chinese national, two Taiwanese and two Chinese Malaysians – were taken away by the team after they reached the Philippines. The group rented three warehouses, one to produce the meth, one for drying it and a third for packaging and storing the product.

In the days before the raid, a police officer testified, the warehouse's lights had been on through the night, the machines inside were working flat out, and there was a foul odor in the air. The 11 men are all serving life sentences in a Philippine jail.

Manila's casino resorts provide traffickers an easy way to launder drug cash. Meth produced at the labs is sometimes driven to casinos in the capital, where many of the high rollers are Chinese, a local drug-control official explained. There, sellers meet the buyers. One side has cash in the trunk of their car, while the other has drugs in the trunk of theirs, and they simply swap keys. The seller then exchanges the cash for chips in the casino, laundering the money.

Lax local regulation makes the casinos largely risk-free for the traffickers. With ambitions to turn Manila into one of Asia's gambling hubs, the government has exempted casinos from anti-money laundering laws that would oblige them to report suspicious transactions.

"Sometimes we have to tread carefully because it has implications in the tourism industry," said PDEA spokesman Carreon, when asked why the government doesn't prevent casinos from being used to launder drug money.

LIKE WHACK-A-MOLE

China has at times moved against the production of meth at large labs in its southern provinces. Thousands of suspects were detained in 2014, for instance, during an anti-drug campaign called "Thunder Operations" in Guangdong province.

Despite these efforts, China remains the biggest source of precursors for meth production across Asia. Globally, the bulk of the seizures of raw ephedrine in 2014 was reported by China, with 31.6 tons, according to the International Narcotics Control Board in Vienna. This was followed by the Philippines with 510 kg, which the UNODC believes came mainly from China.

The amount seized in the Philippines is "a proverbial drop in the ocean," said the UNODC's Douglas.

As they step up their efforts against meth production, local drug enforcement officials say they expect traffickers to move some operations to "floating labs," where meth is cooked on boats moored off the coast. In July, four Hong Kong residents were arrested on a fishing boat anchored in Subic Bay, once the site of a U.S. naval base. The men have denied charges of producing and selling meth, and are in jail awaiting trial.

This whack-a-mole pursuit of the Chinese meth gangs won't work, said Fadullon, the senior Philippine justice official.

"They'll just keep on cropping up in different areas which are least expected by the authorities." If the Duterte government wants to get meth off the streets, he said, "eventually they will have to go to the source and come up with high-level discussions on how to put a stop to this - talking with the Chinese government."

The big challenge that Ultra encountered was not how to get a crowd on a Friday or Saturday night they certainly had some potential on the weekend nights but Monday to Thursday the previous owners simply left it closed and let their other Disco be the "Main Event" without challenge on weekdays, they could clearly understand that there are not enough CLUBBERS in Angeles City Pampanga Philippines on Monday to Thursday to share between 3 clubs.  Monstar has opened but still has no IDENTITY its basically High Society Light with a Korean name and some K-POP songs.

Our advice was to create a POINT OF DIFFERENCE, for example animated screens around the dance floor with Manga type cartoon dancers performing the moves and twerks from famous songs for the girls to copy, drink commission incentives for girls to leave their usual spot in high society as lets be honest if the girls go there the guys do too.

Right now Skytrax are doing such a good job with the Korean customers and it has that home feel for some of the girls this is the challenge for Monstar... creating a successful club is not easy but if its the same old same then people just won't waste their time or money.

Good luck to the owners of Monstar and please remember HIGH Society is already the GO TO CLUB so don't try and compete try to make something that will attract a different crowd.

Do a GOOGLE search for Bars in Angeles City and one of the most common names you will read about is Angel Witch Bar, you will see photos of people enjoying the rock music and playing pool but also attached to each guy was a wild bar girl who loved to drink and party with the customers the problem is these photos, posts, reviews and comments were from 2012. Now in 2016 the bar is a shadow of its former self with former manager Mark now at Touch of Class and doing a fine job and Barry no longer with us. The only positive link to yesteryear is Chris who is a great guy who loves the bar and has great fun with customers but the problem is simply the other bars are now so much better from the quality of girls, the sound system, the decoration, the waitresses and most importantly when you look up at the stage you are greeted with 3 yes 3 chubby girls who incredibly are wearing bra's and panties and offering zero sexual attraction to even the most generous of visitors.

We believe the Angel Witch name is still one of the most famous names in town and potential investors and opportunist businessmen would do themselves well to take the bar and KEEP THE NAME and develop it in a way that would bring people back and its simple WILD GIRLS, LOUD ROCK MUSIC and FRIENDLY waitresses in addition to a review of the 3000 take out option which is far too expensive and should be capped at 2000.

This bar would do well to follow the Fire Pit model of 2015 where customers visited, enjoyed and felt that they received value for money

Angel Witch have been very good for many years and their whole line up has pretty much gone over the last couple of years and as many bar owners will say its hard to legally recruit HOT looking girls therefore I would only recommend anyone to buy this bar if they have the network and can really add to the bar and not simply buy and continue the current struggles.
