Jack Lam sends surrender feelers

Được đăng bởi Man United

Fugitive Chinese businessman Jack Lam, operator of the illegal online gaming firm at the Fontana Leisure Parks and Casino in Clark, Pampanga, has offered to surrender.

Philippine National Police (PNP) chief Director General Ronald dela Rosa disclosed yesterday that Lam had sent feelers for his return to the Philippines.

President Duterte had earlier ordered the PNP to arrest Lam and retired police general Wally Sombero for alleged attempted bribery and economic sabotage.

Dela Rosa said Lam could also be held liable for employing foreigners without proper documents.

Duterte ordered the arrest of Lam after Justice Secretary Vitaliano Aguirre II and Philippine Amusement and Gaming Corp. (Pagcor) chair Andrea Domingo claimed the camp of Lam, through Sombero, attempted to bribe them and evade paying taxes to the government.

Dela Rosa said Fontana was closed recently while another Lam-operated casino in Fort Ilocandia in Laoag City, Ilocos Norte will also be closed.

Dela Rosa added the Fontana gaming area was closed by virtue of an order coming from the President and implemented by Pagcor together with PNP personnel.

Lam left for Hong Kong last Thursday before Duterte ordered his arrest.

Chinese workers post bail
The Bureau of Immigration (BI) said 500 of the detained 1,316 Chinese employees of the alleged illegal online gambling operations at Fontana were released after posting of bail bonds.

The Chinese were among the workers without proper work permits who were rounded up by BI and Pampanga policemen last Nov. 23.

Karen Domingo-Gandamra, chief of the BI’s one-stop-shop in the free port, said the freed Chinese nationals “seemed very rich” since some of them use expensive cars and could even afford to rent apartments despite the shutdown of the Fontana casino .

“Some of them drove expensive cars, including a Porsche, when they arrived at my office for biometrics and photos,” said Gandamra, daughter of the Pagcor chair.

She said that 500 of the Chinese are now free but could not yet leave the country after the BI issued alert notices against them in airports and seaports nationwide.

The Chinese employees worked at Next Games, an outsourcing facility for online gambling that was part of Lam’s Fontana casino operations.

Gandamra could not immediately say how much bail they posted on charges of violation of immigration laws.

“Some of them opted to stay on at the Fontana convention center where they were initially held, together with the rest of their compatriots. Others are just around in Pampanga and they seem to be rich enough to sustain their needs,” she added. - With Edu Punay, Louella Desiderio, Paolo Romero, Jun Elias, Jaime Laude

Residents, motorists push for old Dau gate opening

Được đăng bởi Man United

Residents and motorists are urging the Clark Development Corporation (CDC) to open the old Dau gate here to link the newly-opened Mabalacat Clark Angeles Road MCAR with the MacArthur Highway.
Dr. Oscar Aurelio, chairman of Barangay Dau and ex officio member of the city council, said that several groups asked him to reiterate this to Clark officials.
Aurelio said the residents claimed that the opening of the Dau gate, which was closed by the Philippine Air Force Clark Air Base Command PAF Cabcom after the eruption of Mount Pinatubo in 1991, will solve the traffic problem in the locality.
Traffic condition in the commercial area of Barangay Dau, city proper, and other parts of Mabalacat is deteriorating following the influx of investors and tourists in the Metro Clark area.
The City Engineer's Office has prepared a construction plan for the integration of the MCAR and the national highway, according to Aurelio.
The village chief said the plan will be presented to Clark officials.
"Hopefully, they will consider the plan and include it in their infrastructure projects," Aurelio said.
Transportation Secretary Arthur Tugade during the opening of the MCAR said that the CDC has appropriated some P2-billion for infrastructure projects.

Police guard Fontana casino after shutdown in Clark (Angeles City) Pampanga Philippines

Được đăng bởi Man United

Police have been posted at the gaming area of the Fontana Leisure Parks and Casino in Clark Freeport in Angeles City, after the Philippine Amusement and Gaming Corporation (PAGCOR) ordered its temporary closure.

The Criminal Investigation and Detection Group-Region 3 and Angeles City policemen assisted PAGCOR officials in closing down Fontana’s casino on Saturday night, December 4, Senior Superintendent Edwin Quilates, acting CIDG-3 director said in a report.

The casino has a main room and about 15 game rooms.

Quilates said PAGCOR officials – vice president for corporate and legal services Roderick Consolacion, and Lino Calingasan, vice president for security – led the operation.

“This pertains to the instruction of the President, Rodrigo Roa Duterte, to the chairperson, Philippine Amusement and Gaming Corporation, and all law enforcement agencies to coordinate and cause the immediate closure and temporary cessation of operation of the Fontana Leisure Park and Casino at the Clark Freeport, Pampanga,” Quilates said in a report to acting CIDG director Chief Superintendent Roel Obusan.

Quilates said Fontana personnel cooperated with authorities and that Angeles City police have been posted at the casino “to ensure that no casino gambling operation will continue and that possible evidence shall not be concealed, destroyed or taken out.”

The casino was shut down following the arrest of 1,240 illegal Chinese workers inside the leisure park in a Bureau of Immigration operation assisted by 200 members of the Philippine National Police-Special Action Force on November 24.

Fontana ordered closed; 500 workers displaced by Clark casino closure

Được đăng bởi Man United

The Clark Development Corporation (CDC) has served a cease and desist order (CDO) against Fontana Development Corporation (FDC).
The CDO was signed by CDC President and CEO Noel F. Manankil and took effect immediately, pending investigations by the Department of Justice (DOJ).
The CDC followed an order from Malacañang on December 3, 2016 “to cause the immediate closure and cessation of operations of the Fontana Leisure Park and Casino.”
The directive, signed by Executive Secretary Salvador C. Medialdea, orders a probe into the casino’s “illegal or unlicensed gaming operations and employment of aliens without the proper permits in the said premises, in violation of Philippine anti-gambling, labor, and immigration laws.”
Aside from the cease and desist order, CDC also suspended the Certificate of Registration and Tax Exemption (CORTE), the equivalent of Business/Mayor’s Permits issued by local government units. The documents were personally received by Dennis Pak, Fontana General Manager.
CDC also clarified that it is not taking over the complex as speculated, and will support the conduct of investigations by DOJ.
(Displaced workers)
Meanwhile, some 500 workers were displaced following the closure of the Fontana Casino last Sunday, with only 18 days to go before Christmas.
The Philippine Amusement and Gaming Corporation (Pagcor) served the closure order.
On Saturday, Duterte ordered the arrest of Jack Lam, chairman of the Jimei Group which operates Fontana Leisure Parks and Casino for allegations of bribery and economic sabotage.
Lam allegedly tried to bribe Justice Secretary Vitaliano Aguirre II and Pagcor chairperson Andrea Domingo to release more than 1,300 Chinese national arrested during an operation against illegal online gambling inside the leisure parks last November 24.
Based on the records of the Bureau of Immigration (BI), Lam left the country on November 29, five days after the BI operation.
The casino was temporarily closed “pending the investigation of the Department of Justice (DOJ) of illegal or unlicensed online gaming operations and employment of aliens without proper permits which is a violation of the anti-illegal gambling, labor and immigration laws.”
Aside from Fontana Casino, Mr. Duterte ordered the closure of the Fort Ilocandia Casino, which is also operated by the Jimei Group.
