Philippines: Threat to show 'sex tape' of President Duterte's opponent

Liberal Party senators in the Philippines are rallying around their embattled colleague and former justice secretary, Leila de Lima, to voice their opposition to a plan to show an alleged sex tape of her in a committee hearing.

De Lima is accused of receiving millions in payoffs from drug syndicates in prison to fund her senatorial campaign. Her former driver, bodyguard and alleged lover, Ronnie Dayan, supposedly collected drug money for her at the New Bilibid Prison.

Dayan is yet to come out and dismiss the claims despite Justice Secretary Vitaliano Aguirre II's offer of immunity and safeguarding under the witness protection program earlier. Aguirre claims to be in possession of three sex videos of De Lima, who has endured a public fallout with President Rodrigo Duterte.

In a bid to link de Lima to the alleged proliferation of drugs inside the national penitentiary, House Speaker Pantaleon Alvarez said he sees no problem with playing the footage in front of a televised inquiry conducting the probe. "Well for me, it's okay so that people will know if it's really true or not," he said on Wednesday (28 September). "Let's show it if needed as it would be the link as to whether the two have a personal relationship."

The proposal was decried by horrified politicians. "We vehemently oppose the plan of the House of Representatives to show the alleged videos as disrespectful, deplorable, and illegal," a joint statement by Senate President Pro-Tempore Franklin Drilon and Senators Francis "Kiko" Pangilinan and Paolo Benigno "Bam" Aquino IV said.

"Regardless of the authenticity of the alleged videos, viewing it is disrespectful to a sitting senator, to her person, and to the office she holds, and is violative of the law," they added.

Senator Grace Poe also questioned the legality of playing the alleged sex video as it would "violate the very law that Congress passed". An ally of De Lima, Risa Hontiveros described it as "misogynistic".

In a text message, Rappler cited Hontiveros as saying: "It is terrible. I don't see how the showing of fake sex videos will promote the interest of truth and justice. This is clearly a case of misogyny."

An exasperated De Lima hit out at the plan in a press conference. "Enough! Just arrest me! That's what you really want! Just put me in jail!" she said.

Philippine Airlines revives proposal to fly Manila-Clark

Flag carrier Philippine Airlines (PAL) plans to revive a proposal to fly between Manila and Clark as part of its strategy to develop Clark International Airport as a new hub this year.

PAL has submitted an application with Air Coordination Australia (ACA), a third party slot coordinator at Ninoy Aquino International Airport (NAIA), three weeks ago but it was rejected due to unavailability of slots at the premier airport. NAIA can only handle a maximum of 40 air traffic movements per hour.

“One way of developing the market (Clark) is for us to operate between Clark and Manila. We filed for slots for Manila-Clark but were denied,” Jaime Bautista, PAL president and chief executive officer, told reporters in an interview at the sidelines of the contract signing betweenEasytrip Service Corp. and PAL.

PAL sees a market potential for the 20-minute flight from Manila to Clark, which may be key in increasing the traffic in Clark.

“If you really want to develop the market, there should be a flight between the two airports. It’s not too far. It’s a very short flight, but I’m sure there are passengers who are willing to take a shorter travel time and pay a little more as compared to road travel of three to four hours,” Bautista said.

He plans to refile the application with ACA and is optimistic to get slots for two flights a day, one in the morning and another in the evening.

“We’ll find another timing,” added Bautista.

PAL will start operating in Clark before the end of the year in compliance with the government’s directive to transfer some of its flights to decongest NAIA.

Initially, PAL will transfer some of its domestic and international flights or around five to 10 flights daily to Clark.

The Department of Transportation (DOTr) has prioritized to build connectivity between NAIA and Clark International Airport through rail and road to make it more viable for passengers to fly out of Clark to redistribute the traffic at NAIA, which currently handles 87 percent of all the country’s air traffic movement.

Due to congestion, passengers experience an average of 31 minutes to one hour delays for a flight from Manila and up to two hours for a flight coming back to Manila.

Aside from redistribution of traffic to other airports, DOTr together with the Civil Aviation Authority of the Philippines through a special power will carry out the immediate transfer of general aviation to Sangley Airport to decongest NAIA.

The government also plansto extend night operations of provincial airports by immediately procuring equipmentthrough direct contracting to make provincial airports night rated and decongest day operations in Manila.

The country has over 80 airports of which only 11 are international airports-all night rated, namely Laoag, Clark, Subic Bay, NAIA, Kalibo, Iloilo, Cebu, Puerto Princesa, Davao, Zamboanga and General Santos.

Duterte asking if Filipinos 'patriotic enough' to support independent foreign policy in the Philippines

President Rodrigo Duterte's comments asking Filipinos to be ready to sacrifice is his way of rallying patriotic support for a shift to what he has described as an independent foreign policy, according to a Palace official.

Presidential spokesperson Ernesto Abella on Thursday clarified Duterte’s earlier statement telling Filipinos to “sacrifice a little” if the Philippines economic relationship with the United States changes.
“Given the fear, he was asking, would the Filipinos believe enough in the nation to set a course, to set an independent course in spite of economic difficulties if and when it should happen,” he said.

“He’s not saying it will but he said if and when it should happen, would we be willing enough? Would we be patriotic enough to stand behind the Philippines in declaring an independent foreign policy?” he added.

After inspecting a shabu laboratory in Arayat, Pampanga on Tuesday, Duterte reiterated his intention to forge stronger alliances with China and Russia.

“Why I’m asking the Filipino in the coming days kung totohanin talaga ng Amerika, I’m going to ask you to sacrifice a little bit. But by next year, I would have entered alliances with so many countries. I will have an alliance in the military, trade and commerce with China. I have talked to [Prime Minister Dmitry] Medvedev of Russia and we agreed that I will go there and we’ll talk about what, how they can help us here,” Duterte said.

Abella, however, noted that the Philippines' relationship with the US goes deeper than economics.
“It may be difficult and it may be challenging, but definitely the President sees it as something that will actually add to our well-being and prosperity as a nation,” Abella said. —JST, GMA News

Rodrigo Duterte Aims to Cut US/Philippines Ties, Instead he wants Russia & China As Allies

In preparation for a possible fallout with the United States, Philippine President Rodrigo Duterte said that he plans to build alliances with China and Russia.

Duterte has said that they were “crossing the Rubicon” or reaching a point of no-return with the US. Duterte has previously expressed his frustrations at the US for what he perceives as interference with his approach on the war on drugs. “Even if the United States will do everything to make us kneel, I will not,” Duterte said in a speech Tuesday  at the Navy Headquarters in Pampanga.

US President Barack Obama has previously urged the Phillippine Government to approach the war on drugs ‘the right way‘, referring to criticisms on Duterte’s method, which has come under fire for its bypassing of due process. Obama also cancelled a meeting with Duterte earlier this month, following Duterte’s comments calling him a “son of a whore”. Obama expressed uncertainty that their meeting would have been productive.

Duterte Assures Filipinos Will Be Alright

Duterte tried to reassure his countrymen that, should diplomatic ties with the US be cut, the Philippines would remain upright due to alliances with two countries that have historically rivaled the United States. “I can always establish another alliance,” Duterte said in a speech at the Presidential Awards for Child-Friendly Municipalities last Monday. “I talked to [Russian PM] Medvedev, just us secretly. I talked to China, Xi Jinping. I will really make a way.”

To the American and pro-American investors, Duterte mentioned, “Go. It does not scare me.”

Duterte said that an alliance with China would also be focused on criminals and the “state of lawlessness” in the country. A factory recently uncovered in Pampanga used for the production of methamphetamine hydrochloride (shabu) was owned by the Chinese and operated with machinery made in China. “We want them also to control their people and increase the focus on criminals… China should be ready to help us with this goddamn problem.”

Duterte expressed that he will travel to Russia soon to speak with Russian PM Dmitry Medvedev.

They are calling it “Jason vs Rory” as promoters feel that its sheer simplicity is enough to send the heartbeat of diehard golf fans racing.

Jason, of course, is Jason Day, the Australian with Filipino lineage and reigning world No. 1.

Rory is Rory McIlroy, soon-to-be-world No. 2 from Northern Ireland.

Day and McIlroy are all set to engage in a shootout (18-hole stroke play) when Pradera Verde Golf and Country Club in Lubao, Pampanga, hosts the world’s leading golfers on Nov. 29.

While their duel is just an exhibition whose proceeds will go to charity, event organizer Salvador Zamora insists the competitive juices of the two players will prevent them from treating the showdown as a mere goodwill game.

Both players are assured of $1 million each (P48 million) for coming over to test the greens of Pradera Verde and Zamora maintains that the arrival of Day, 28, and McIlroy, 27, should convince the international golf community that the Philippines is obsessed with the sport.

Zamora reveals that during his travels to Europe to watch, he was surprised to hear from officials there about their lack of knowledge of the Philippines as a golfing nation.

“They don’t even know about the Philippines,” said Zamora during yesterday’s formal announcement at the ShangriLa-The Fort of the golf gig that is being sponsored by PLDT and Smart alongside the Alagang Kapatid Foundation, Inc.

Now that Day and McIlroy have decided to meet up in the Philippines two months from today, Zamora feels that the outside world would have a better image of Philippine golf.

Aside from the actual match, Day and McIlroy are going to conduct clinics in the morning just before they tee off at 12 noon.

Day, whose mother is from the Philippines, had his finest moment last year after topping the PGA Championships, while his other triumphs include The Barclays ad BMW Championships also in 2015 and The Players Championships last may.

McIlroy, the more accomplished but rated just below Day, was the 2011 US Open, 2012 and 2014 PGA Championships titlist and is fresh from ruling the FedEx Cup over the weekend.

Meanwhile, the flight details of the two players as well as ticket prices have yet to be finalized, according to Zamora, who heads Menlo Renewable Energy.

A gala dinner, charity auction will be held on the eve of the match.

Duterte: ‘Filipinos may sacrifice a little bit if US break ties with the Philippines’

President Rodrigo Duterte warned Tuesday the Filipinos that they may sacrifice "a little bit," citing possibilities that the United States may cut its alliance with the Philippines.

"I am asking the Filipino in the coming days, 'If the America would really make true of [cutting ties with the Philippines], I'm going to ask you to sacrifice a little bit," Duterte said after he inspected the mega shabu laboratory at the foothill of Mt. Arayat in Pampanga.

Duterte made the statement as he hinted that the US may severe ties with the Philippines, following his series of tirades against its officials and latest pronouncement that he might "cross the Rubicon" with the America.

The President has lamented that the US seemed to have a lack of support with the Philippines, even though they are allies for a long time.

While he clarified that he would not cut ties with the US, Duterte confirmed that he will pursue an alliance with other countries like China and Russia.

"By next year, I would have entered an alliance with so many countries," the 71-year-old chief executive said.

In a press conference held earlier in the day, Foreign Affairs Secretary Perfecto Yasay said there was nothing wrong if the Philippine government would accept any assistance from China and Russia.
He said the Duterte administration has to entertain all possibilities in pursuit of best interest of the country.

"The President is saying -- based on what I understand -- that if there is an offer from other countries, such as China and Russia, insofar as let’s say engaging our country with trade relationship and such other arrangements or assistance that they’re willing to offer, we should not be arrogant to reject it,” Yasay said.

“You know, we have to pursue that because this is precisely in pursuance of our national interest,” he added

Dead body found floating in Pampanga River

A body of a still unidentified woman was found floating at the Barangay Sucad portion of Pampanga River on Monday.

According to Superintendent Wilson Alicuman, this town's police chief, the body, which was discovered by residents early morning, was put inside a steel barrier and was covered with a sack.

Based on initial findings, Alicuman said that the victim's body may have been floating in the water for three to four days and was swept down by water from the downstream.

Alicuman said that victim's cause of death is still unknown as the case is still under investigation but said they are already coordinating with nearby municipalities on her identification.

He described the victim as 5'2" in height, with medium body built, with a tattoo indicating "NICA" on her left arm and was wearing a black and white stripes shirt and black shorts.

Meanwhile, Barangay Sucad Chief Nelson Manuel said that the victim is not from their village and they are already coordinating with other barangays if they have missing persons.

Manuel alleged that the victim may be a victim of extra-judicial killings caused by the war on drugs.

When someone opens a bar called  Day Bar on the Perimeter in Angeles City Pampanga, one would wonder what is it going to be like ... something as lame as Green Bottle? Well to my surprise i visited the bar this afternoon and they had a nice clean space and a heart broken beauty called Jamaica who used to work in Las Vegas bar near Walking Street/Fields area.

The bar has started off well and people who have visited have been surprised by the quality of girls especially given its a perimeter bar but its worth checking out for sure.

Clark gears up for more airline traffic - Angeles City Pampanga, Philippines

The Department of Transportation (DOTr) is encouraging several airlines to transfer flights to Clark International Airport in order to decongest traffic in Metro Manila, Undersecretary Bobby Lim said on Wednesday.

According to Lim, Clark airport located in Pampanga will soon handle more airline operations because both Cebu Pacific Air (CPA) and Philippine Airlines (PAL) have started selling flights bound for Clark.

“You can start to see that by October. First week of November, you will see domestic flights of PAL starting in Clark,” Lim said.

He added that the Dubai-based Emirates Airlines has expressed approval and would in fact send the Emirates Airbus A380, an advanced technology aircraft, to operate in Clark International Airport.

“We are [also]working closely with the Tourism [department]because the latter is also developing Clark as a hub to service the tourist destinations of Northern Luzon. That would mean promoting these destinations and also promoting land connectivity,” Lim said.

The DOTr has proposed that general-aviation operations, which cover 20 percent of operations at Ninoy Aquino International Airport, do business at Clark airport.

General-aviation operations involve private jets and small aircraft transporting cargos.

The Transportation department has also pushed for the development of Subic Bay International Airport and Sangley Point, which is owned by the Philippine Air Force.

“By next year, that facility [Sangley Point] would be better. And it is still a Philippine Air Force base but we are also working closely with the Air Force to jointly operate this facility,” Lim said.

Death penalty call for accused Australian child sex predator Peter Scully in Philippines

Prosecutors in the Philippines have revealed they will call for the death penalty to be re-introduced in the case of alleged Australian child sex predator and 'dark web' mastermind Peter Scully.

Chief prosecutor Jaime Umpa told Fairfax Media that the 52 year-old Scully's deeds were the most shocking cases of child abuse and trafficking officials had seen.

Prosecutors allege that Scully directed a video involving torture and horrific injuries to an 18-month-old baby and participated in many debased acts against children. Prosecutors said he was for several years the mastermind of a worldwide syndicate selling extreme videos of child sex and torture.

On Tuesday, Scully was led handcuffed into a court in the southern Philippines to face the first six of 75 charges that could see him become the first person to received the death penalty in the Philippines in more than a decade. During the hearing he laughed and joked with his co-accused.

While naked and masked, one of Scully's two Philippine girlfriends is alleged to have inflicted the pain on the baby girl in a video called "Daisy's Destruction" that Scully is alleged to have sold to internet clients for up to $10,000.

In it, the baby girl is tied by her feet upside down while she is sexually assaulted.The girlfriend also allegedly bashed the baby,who survived and has been returned to the care of her parents, but remains deeply traumatized and becomes hysterical when memory of her abuse is triggered.

Prosecutors will allege another 11-year-old girl whose body was found in a shallow grave under a house rented by Scully was repeatedly sexually abused by him and then strangled.

Eight other girl victims aged up to 13 at the time of the alleged offences are being held in witness protection while Scully pleads not guilty in court hearings that are expected to take years to be completed in the Philippines' log-jammed judicial system.

Scully has decided to contest the charges - putting his alleged victims through the ordeal of testifying in court - despite repeatedly telling Philippine media last year he was "remorseful" for what he had done to children.

Wearing a yellow prison T-shirt and runners, Scully looked tense and ignored questions from Fairfax Media as he was led into a special court set up in Cagayan de Oro's city hall on Tuesday.

Prosecutors allege that Scully was the white male person, whose face was pixilated or hidden, captured in videos forcing children to commit depraved acts. Many of the investigators, journalists and officials who have watched the videos have been brought to tears.

"They were the most devastating thing I have ever seen," said Ruby Malanog, who is one of two lawyers prosecuting Scully.

"I cried when I was watching them ... in fact I feel like crying just now while talking about it," she said. "It was hard to believe what I was seeing ... that somebody could do those things to children.

On the eve of Tuesday's hearing Mr Umpa, the chief prosecutor of northern Mindanao region, called for the reintroduction of the death penalty in the Philippines so that Scully, a Melbourne businessman, could be executed.

"If I had my choice it would be death for Scully. I want it to happen," Mr Umpa told Fairfax Media in Cagayan de Oro, a city of one million people where Scully allegedly lured impoverished children from shopping malls

"We have to send a strong message to others that if they come to the Philippines and torture and abuse our children in this way they will be investigated with the full force of the law and executed," he said.

Mr Umpa said unless the death penalty was reintroduced prosecutors would push in the first hearings for Scully to be given the maximum sentence of life imprisonment for human trafficking and 10 years for each of the five sexual abuse charges, meaning Scully could be jailed for up to 100 years.

But under current Philippine procedures, he would be released after serving 30 years and then deported to Australia.

"We don't believe this is sufficient for these crimes that were committed," Mr Umpa said.

Scully showed no emotion and looked away when Fairfax Media told him about the call which came only days after tough-talking Philippine president Rodrigo Duterte reiterated that he wants the death penalty returned for "heinous" crimes, including rape and murder. The country abolished it in 2006 following fierce opposition from the Catholic church, the religion of 80 per cent of Filipinos.

Mr Duterte, who was swept into office at May elections pledging to wipe out crime, has overseen a bloody crackdown on illegal drug pushers that has left more than 3500 Filipinos dead. Scully, who arrived in the Philippines in 2011 after fleeing fraud and deception charges in Melbourne, has been portraying himself as victim while on remand in Cagayan de Oro City jail, telling his lawyers that he was sexually abused by a priest when he was growing up in Victoria.

He was arrested last year on human trafficking charges. Jail warden Ferdiand Pontillo told Fairfax Media that Scully complains about conditions in a chronically overcrowded facility, wanting to be pampered with luxury food and a mobile telephone so he can make international calls. "He wants the same conditions as there are in Australian jails but this is not Australia," he said.

Scully refused to comment to Fairfax Media at the jail built to accommodate 350 prisoners, but which now has 1840. Scully's sister , who lives in Australia, has complained to the jail about the conditions he is being held under.

The first six charges that Scully will face relate to the alleged abduction and sexual abuse of two teenage girls in Cagayan de Oro in September 2014.

Prosecutors will allege the girls were lured to a house on the promise of food by one of Scully's girlfriends where they were given alcohol before they were raped by Scully and forced to commit sex acts in front of cameras.

When the girls tried to escape Scully forced them to dig a grave under the house where they were told they would be buried, Ms Malanog, the prosecutor, told Fairfax Media before the hearing began. When the girls escaped after five days they ran terrified to their parent's home, Ms Malanog said.

Mr Umpa said Scully faces a further 69 charges filed by the Department of Justice in Manila that relate to his alleged business making videos for so-called "dark web" clients, a reference to websites where server information, including IP addresss are hidden.

A murder charge has been absorbed into a human trafficking charge. Scully's activities in the Philippines have been linked to Melbourne university student Matthew David Graham, who was sentenced to 15 years jail in the Victorian County Court in March this year.

A judge described Graham as being involved in a "twisted and evil life" in "the dark shadows of the cyber world".
